| Good question. I think there may be several ways to look at this.
The resides on a computer in Texas, just waiting for a webserver called Apache to take a copy of it and send it across the internet.
While it is waiting, is it ing?
While it is traveling across the 'net, is it ing?
When it gets to the browser that reqeusted it of Apache, and if someone walks away from their desk, or puts the computer into hibernation mode, is it ing?
