How old is your puppy?

It is normal for old english sheepdog's fur to change from black to grey...usually between 6 months and 18 months of age. Some change to a lighter grey than others.

I am not sure about the thinning of the hair on one leg. How thin is it? If it has been a drastic change then it is definitely time to visit the vet.

I am sure others will respond with more information.

Are you sure it's thinner or is it just shorter than the older puppy hair? It could just be the new coat coming in.
Thinning hair could be a sign of hypothyroidism. But I agree with Jill, it could just be shorter.
Thin hair is normal when it is changing. Puppy probably had thinned out hair from sibilings pulling/playing, but with black you don't notice it.
Playing, rubbing, will pull out tuffs of hair that you may not notice, this causes breakage, so the new gray hair coming in will look thinned out.
