grabbing other dogs by the neck

When our 2 year old, 8 pound, male Yorkie refuses to go out, our 1 year old, female, OES grabs him by the neck and carries him outside and tosses him on the grass. Another incident was when our older Yorkie started a fight with a visiting dog and the OES jumped in and grabbed the visiting dog by the neck and began to shake him. This resulted in an overnight stay in the ER for the visiting dog. I do not believe that the OES is mean; however, I do have to stop this behavior. She has beaten up our 13 year old Cocker Spaniel, our 5 year old Yorkie and the visiting dog. She has never beaten up the little Yorkie who she plays with all the time. After the initial fights, which all resulted in ER visits and antibiotics, she never got into another fight.

Maybe she's trying to show she's the alpha, therefore she's in charge?
Could be alpha behavior but grabbing dogs by the neck and shaking is more like a prey behavior. After the pitt bull attack on Carl any kind of prey shaking behavior like that freaks me out. It may be a little over zealous but I would say that for something like that I would consult a behaviorist or a trainer who has experience with aggressive dogs. Not saying your dog is necessarily aggressive but a behavior like that is best handled by someone with experience of what it could lead to.
Always better to be safe than sorry.
oo, scary... not to scare you too much, but someone could sue for something like that, definetly get some professional to come and evaluate and offer advice. Maybe that Cesar guy from the Dog Whisperer - he's a miracle worker! Probably not practical, but it'd be nice :)
You might consider a thorough vet check including thyroid screen (low thyroid can cause aggression) and then make an appointment with a professional dog trainer experienced with aggressive dogs. But one with a gentle approach. In the meantime, I would not allow her to interact with other dogs until she's been professionally assessed.
