Scared to be off leash...near a road

I can have Remy run around a field and I can recall her she comes no problem at all. If I say STAY, she's pretty good about not going any further. Now in this field we have no distractions, it's usually pretty late and everyone is in their homes.

What I do notice is on leash walking the sidewalks, she pays no attention to traffic. She trys to dart across the road to get the dog on the other side. And worse she has made motion to chase vehicles that drive by, beside us. If I didn't have a leash on her, she'd be road kill by now. I see so many people able to walk their older dogs off leash that don't bother to leave owners. I say older only because I assume.

Remy has been off leash in the filed and chased a rabbit that hangs around here. In the field she is safe from vehicles.

Will the OES always want to chase things that move, or is that a puppy thing and obedience training will fix?

Do all OES jump like rabbits? I seriously saw no difference between her chasing the rabbit and the rabbit jumping away. All four feet up in the air, touched together, down and up. Like long jumping, it is the funniest thing to watch. Poor rabbit, he was fine, and we still see him around, but I've kept her on leash.
