Two black lab puppies

Yesterday I was getting gas and a woman was filling her tank while holding a black lab puppy...with it's nose and eyes directly above the hose. I started talking to her and the puppy was 5 weeks old, she had been traveling with her for 10 days. :?:
Then about 3 hours later a couple with a young girl come in with a black lab puppy. Since we are a food establishment I tell them they can't bring in the dog unless it's a service dog, they get a little angry. This puppy is 4 weeks old. These people are not breeders, why would they have such a young puppy? :?:

WHAT IS WRONG WITH THESE PEOPLE? Is it total disregard of the age and the dangers of taking such a young puppy away from it's mother ? Are they not aware of the things the puppies could contract? I really don't get it.

I know in many states, there are laws in place now that make it illegal to sell puppies under the age of 6 weeks. But honestly I don't know how well they could enforce it.
Many people still think that it's OK to let a puppy go as soon as it starts eating solid food. They think of the dam as nothing more then a milk machine and sell the pups before they start eating alot and actually cost them money! Which is so wrong. They need that time and interaction with mom and their siblings. I think this is part of the reason so many dogs have issues today, they were taken away from their dam way to soon.
They just aren't taught how a pup should act.
I know in the area I live in people still let puppies go at 4 weeks. I see ALOT at PetsMart, I shudder each time I see a tiny puppy like that running around on the floors at PetsMart, you know they most likely haven't even had their first set of shots. And here they are in a high traffic dog area where anybody could be tracking parvo or corona virus around, not to mention other things. And then even if they don't put the pup on the floor you have the people that think it's OK to reach out and pet every dog they pass in the store. So there you go again, exposing the pup to who knows what.
Many people STILL don't have a clue how dog viruses are spread and many more don't care, "it's just a dog" they can pick up another one if something happens to this one. I HATE that mentality. But it exists.
Recently a friend of my daughters was over and he was talking about his Pit Bull puppy who is three months old now. He said he got her when she was 4 weeks old from a guy he works with. I said "4 WEEKS OLD!" He said "Yeah, he always lets em go at that age, there's nothing wrong with that."
Already this little pup is chained outside to a dog house on a logging chain no less. (to build her muscles up, so he says) This is the way this 17 year old boy has been taught about dogs from his own family and no matter what I said I couldn't sway him to think any differently no matter the tactics I tried.
I don't know if it's ignorance, non caring, stubborness or what, but it sure is hard to get across to people that they should value the life of ANY animal in their care and take into consideration at the very least this dogs needs and the age appropriate care it should be recieving.
This conversation should really be called "How can owners be so stupid and/or mean?"
The responsibility first lies with the breeder, in my opinion. Unfortunately, ignorance breeds ignorance. Any responsible breeder, or really anyone with half a brain, a computer or a library card should know enough, or have the ability, to determine the proper age to take the puppy from its mother.
