A herding instinct?

I can't seem to find an answer to this question on the forum so I thought I would ask it. I walk with a friend and her dog everyday at the park. There are some days where her dog will run off into the woods and when she returns lexie runs over to her and growls at her almost as if she is yelling at her for wandering away. She does this every time she wanders away from us. The same thing happens inside the house. If my friends dog goes upstairs and we yell at her to come back downstairs lexie waits at the bottom of the steps and when the other dog comes down the stairs she runs up to her and growls. Again, like she is scolding the other dog for leaving the group. I assume this is a herding thing but I'm not sure? Maybe it's just a lexie thing. Thanks!

Sprocket is a bit like that-he goes round from side to side of you,gently nudging you along if you let him. We have to decide and go where we want to,to stop him knowing that he is realy "in charge" of the household!!x
Leonard does this too if Ru goes outside without him or runs away. When Ru gets back he will tell him off. If he cannot get to him he will watch him intently and if Ru doesn't return quickly he will bark.
