Does this stuff really happen? Wondering why she declined to do a necropsy though.

That's crazy, but if they don't follow up its just speculation right? It could have been anything.
In the owner's defense, a necropsy can be an emotionally-devastating event. At this point it really doesn't matter what specifically caused this dog's death, he is dead and nothing will bring him back. It's not likely that they could trace the cause back to anyone specifically at this point.

"Animal Rights" activists are increasingly appearing at dog shows. It's pretty scary. They've been known to let dogs out of crates and even worse. Poisoning wouldn't be much of a stretch for some of them.
How can they call themselves animal rights if they are harming well loved and adored animals? Sick. Just because somebody shows their dogs it doesn't mean they don't love them. It's not any different than doing other dog sports with your dog- it's an activity you do that the dogs and their people can enjoy together.

If this actually happened it is beyond belief.

This particular case is a little iffy (too many open questions; dog may not have been poisoned but could have gotten into something, there's the time lapse, the lack of necropsy etc - chances are they'll never know for sure what happened) so as little regard as I have for the animal rights extremists, I'm not so sure they weren't unfairly implicated in this case. That said, Nita is correct; there have been incidents in the past, which probably explains the suspicion/fear that that's what happened in this case. We'll probably see more private guards around the dogs next year either way.
