london biting his back legs while running/walking

London has been acting very weird lately. We just moved into a house few weeks ago and didnt notice this until last week. We also had him shaved. He does not have HD

Anyway, we noticed London wont stand up for a long period of time. He will sit and whenever he runs or walk, he'd curl his back legs and then bite his behind/back leg area as if something is tickling him from behind. First it was like every 4 runs but now it's every time he gets up to walk. We've stretched his legs - he's not showing pain in any of his legs, or limping.. Sometimes - while he's resting, he will nibble that area where the back leg meets his "ankle". Could it be a sore or torn muscle?
fleas? he did have fleas few months ago and is healing from his sores.

Has anyone had this issue?

I might be wrong about this, but sometimes don't dogs have allergic reactions to flea bites that take a long time to go away? Have you looked really closely at the skin in the area?
