Dear U.S. OESCA Members: For those of you planning on renewing your dues, please note the 4th line item under “Membership Costs” on your dues notice. The first class mailing fee of $10.00 is required & in addition to the membership fee. This item was voted on & passed at the annual meeting held at the 2008 OESCA National show. Itemizing it rather than including it in the dues fees was done so members would see that the dues had not been raised. This “First Class Mailing” item is for mailing of your OET since in the past there have been many problems with the regular class mailings not reaching our membership & OESCA not being able to track regular mail. (Canadian & overseas mailings will remain the same as in 2007/2008). Please note that this is a $5.00 reduction for those who have been paying for First Class in the past. This information is printed on page 3 of the December 2008 OET under NEW BUSINESS/Proposal -#0902.

I really don't have an answer for that other than the by-laws probably state they have to be mailed. But it is something I can ask about.
There were talks at last year's annual meeting about having an electronic version and optional printed version. There are still quite a few members that are not on the web. Eventually the OET's will be available electronically on the member's only section of the OESCA web site. Please remember that the editor of the OET also volunteers her efforts completely, as well as myself as the webmaster. We will get there sooner than later.

Also, I should have the online activated Dues Paypal online payment feature activated on the web sometime this week if anyone would rather pay via credit card.

I got my notice for my dues before I have official word that I am a member but I am assuming you guys won't just take my money and then kick my butt to the curb. :wink:

See I would assume your application dues would cover the up coming year, I guess it depends on when you applied....

And Deb, I never assumed the OET would only be available though an online version - just a nice option for those who want it that way instread of having it mailed. We only pick up our mail every few days or even less because so muchof our wanted mail is emailed now.
As I read it, if the $10 payment is mandatory to remain a member in good standing, then it's a dues increase and that must be approved by the FULL MEMBERSHIP by a MAIL BALLOT. Here's the relevant excerpt from the OESCA bylaws:

Membership dues for each class of membership for which dues are required and shall be fixed or changed by the voting members on recommendation of the Board of Directors. Maximum membership dues shall be changed upon the recommendation of the Board of Directors and voted on by the members by simple majority. The amount shall be established by the Board and members and published in the Policy and Procedures Manual. A Household Membership will consist of two Individual Regular Memberships for any two people residing at the same address who will have separate voting rights and receive only one copy of Club publications and Club mailings other than ballots. Upon recommendation of the Board of Directors a vote to change the dues for any class of membership shall be taken by mail ballot in accordance with the provision of Article Vl and shall be a simple majority. No such vote shall become effective until the beginning of the fiscal year next following the counting of the ballots except that such vote taken and counted with the annual elective ballot may be effective retroactively to October first of the year in which such vote was counted. The ballot on a proposal to fix or change the dues for any class of membership shall state the date on which such proposal would become effective if adopted.

The OET is OESCA's official publication. That is a right of membership and the cost of receiving it is included in your dues. That's how club members are formally informed of board actions and that again is a right of membership.

Until the OESCA board creates a new official publication that fulfills the club's obligation to members as described in the bylaws, any cost associated with mailing the OET is covered by the regular dues (i.e. $45 individual, etc.). If members wish to opt for first class mailing and pay a higher fee, that is their choice. It is not an obligation.

The die-hard old members who live and die by their OET (and typically are in the majority at the annual meetings) attempted to increase dues at annual meetings on other occasions to increase the frequency of the OET and the motion was ruled as out of order because that type of issue cannot be passed at an annual meeting. The same holds true for this "mandatory" first class mailing fee. Call it whatever you want, if it's a cost of retaining membership in good standing, it's a dues increase and requires a mail vote by the full membership by mail ballot.

Has the OESCA Board contacted the AKC for clarification to make sure its attempt to collect an additional $10 from members is in accordance with the bylaws? Maybe I'm interpreting the bylaws incorrectly, but I don't think so.

On a more practical note, why on earth would anyone want to raise the cost of membership in this economy? With all the talk about wanting to increase membership, it makes no sense. The last time dues were raised (2001 or 2002) I think the club lost between 100 and 200 members. That's why the bylaws requires a thorough analysis and recommendation by the board of directors and a vote of the full membership by mail....it's a critical issue with very serious implications to the club.
