I'm not sure if this is a behavior issue or a medical issue but I would suggest getting your pup to the vet.
I would say it had something to do with them being itchy or such - and I'd have it checked out.
Does he do it until he bleeds? My bearded collie has doggy eczema (I forget the real name for it in dogs) and she often does that to her paws especially if there's been a strong change in the weather or pollen in the environment. It's an almost immediate onset too. One minute she's fine, 5 minutes later I look over at her and she's pulled all the fur off of her legs. It's terrible. Definitely take the pup to the vet, if it is just because of itching, a cortiisone shot and follow up with prednisone clears up Lucy's problem in a day or 2.
Could be allergies, instead of runny noses, dogs get itchy paws. I had a dog that used to get that way.

It may help with the cause for the itching, if not, please take your doggie to the vet.
