barking in car and Jeep

Our sheepie, Hawkeye, was adopted from a kill shelter when he was around 3yrs old. He's now 9yrs old. We have traveled all over the country with him, and he loves road trips. Once you get moving and get up to speed he settles right down and relaxes, but when first getting in he barks like crazy. I love taking him for rides in my jeep wrangler and he just loves trips into the mountains with the top off (Not to worry, I have a harness that hooks into the floor safety belt clips to keep him safe and secure in the back). The problem I run into is when driving around town or to the bank, he barks when we stop. I'm the Alpha and he listens like a champ in every way. Unfortunately, the only way to get him to calm down is the take a very strong tone with him, basically "out bark" him and then he's great. I hate doing it because he is such a good listener in every other way. Are there any tricks or tips to getting him to calm down? I know this is just excitement on his part but it gets old.

Sounds like he doesn't want to stop and is saying "keep on rollin'!"
My two Aussies had started to be quite the barkers in the van when we went out, which is daily, so I decided to use a whisle. When they barked I would blow on the Whisle. It did work...and it didn't take very long to retrain them about barking in the car. We now all 4, yes Violet the sheepie is on board also, ride quietly. Now, I don't know how you feel about blowing a whisle with the top off your Jeep.

Whistle might be the ticket! He really doesn't like loud noises, and makes a strange howl whenever my wife changes her cell phone ringtone. (it's quote funny and reminds me of how my beagle used to howl when he was a pup years ago). If I can get him to realize barking= annoying whistle, he might stop. I think it might be a good bet to use it with the top on first haha.

And while I'm never too shy to make a fool of myself for my dog, I don't actually "bark" at him, Archie's slave, lol more like military barking...had to drive him behind the mall once, give him a good alpha yell, and he came back around the mall like a quiet, good boy. We just shaved him down last weekend, and he looks like he could be a completely different dog! it amazes me every year we do it.
