Dizzy

Ru was outside just now, he had just done his business. He was watching the birds flying overhead, he sometimes tries to catch them. He suddenly started staggering around, and looked like he was dizzy. I just cuddled his head and it stopped after less than 5 seconds. It's never happened before. He looked drunk.
Did he just make himself dizzy looking up?

ps, his eye cleared up within a few hours last week, so we didn't go to the vet in the end.

It sounds to me like he was dizzy. However, we also have an Italian Greyhound that when he gets overly excited, he will walk around like he's drunk too. It's pretty scary. Our vet said it was a "brain glitch" (he had a technical word, but I can't remember what it was). He said it will correct itself. Our Iggy's dizzy spells last much longer than 5 seconds. It sounds like your sheepie just got dizzy from chasing the bird's.
