what does is mean to be APRI registered?

Hi, everyone. This is my first post here. I'm so glad I found this site, because I have some questions I hope some of you can help me with.
I'm looking to buy an OES. My family owned one when I was younger, I had her my entire youth until she passed away six years ago. I'm now ready to have another, I've missed having one so much! Anyway, unfortunately where I am located it's quite hard to find an OES. I have been searching and my timing always seems to be off to get a puppy. I recently found someone who has a litter she is selling. We've communicated via email a few times, she has sent me pictures of the puppies, and some info. Now, I am not at all familiar with papers, buying with breeders, etc. When we bought my OES I was just a little girl, but I know that the family she came from bred their pet OES, and our dog was unregistered. I'm quite sure they guarenteed health ect. but she was not AKC or CKC. So, this lady I have been talking to tells me that her pups are APRI registered. I looked it up online and it seems that is really bad? Is that right? Does that guarentee that she is running a puppy mill? I in no way want to support that is that's the case, of course! She said they would have all of their papers from the vets, but that she hasn't had their hips checked because her vet told her even though the parents hips are good, it doesn't mean the pups wouldn't have problems, although she says her pups have all been fine. Sounds fishy, right? She said she has the mom and dad on site and that she's been breeding for six years and produced 42 pups. Does that sound like too much?
Sorry this is so long, but I just want to give all the details. I live in Canada, this puppy is in the US and would be flown here, so I wouldn't be seeing where the pup came from, or the puppy for that matter first (except in pictures) Should I avoid doing this? I just want to make the right decision. Help!

Yes, you're right to recognize the APRI isn't worth anything. In fact, I think you can register a stuffed animal with the APRI. There's really no standards at all
Please buy your precious pup from a member of OESCA or the Candian OES club ! We have to breed our dogs to and uphold the standard. You will spend more than with a back yard breeder initially, but it will pay out in the long run. You won't have all the unhealthy vet bills that will come after! You will be assured of temperment...... and know you have a good pup that you will have and can love for a long lifetime!

You didn't tell us where you were, but I am sure we here on this forum could help you towards a good breeder with a litter......
