Here is info on properly fitting a prong collar-

I always use a backup collar on the rare occasion I use a prong collar. It's a fact that prong collars can come undone which is a safety issue if it happens at the wrong time. I've had one come undone before.

Not use a leash? Never heard of that one.

Used properly and fairly, prong collars can make walking an uncontrollable dog possible. My husband has been pulled flat on his face twice when using a standard flat collar when other dogs have come along. I make it mandatory that he use one now for personal safety when we go for walks. And Panda is uncontrollable without one.
Prong collars don't hurt. They put equal pressure around the neck but not the cutting motion you get with chain collars. Put your fingers on your neck and squeeze.....now imagine a thin chain tightening around your neck.....which is worse? The chain by far! The secret with the prong, chain and fiber collar........not the fashion collar to hang the tags**.....is it must be up high at the base of the jaw and up behind the ears. This is far more senstive that the above the shoulder neck position. Thus it takes less action on your part to control the dog.

**We are all tempted to use the fashion collar as the sole means of control of our dogs. Don't. Even the best trained dog is doing to have a mental meltdown. Since most fashion collars are too loose, they can very easily slip over the head in a panic attack and your dog is loose. Even a harness must be snug enough to prevent a few wiggles to freedom.

I think what they mean is never, ever leave the prong collar on if you are putting the dog on a tie out lead where he is not in your direct control.

Also the prongs work better if you have a shorter lead. With a six footer you are more likely to let the dog get ahead of you unless you mind the extra lead. This pulls the prong down lower on the neck where it is less effective. Going with something shorter keeps the dog beside you, the prong collar in the proper position and you have more control.

If your dog is "wild" add a Martingale collar to the leash and prong collar. Sometimes also called a greyhound collar, they tighten over the one inch width preventing the collar from slipping off those skinny headed greyhounds and other wild dogs. It's like a second chance collar.

This was the only way we could hand Sam when we first got him. Though he grew to be an excellent walker and we were tempted to remove the prong on our outings, we didn't dare. If the dead animal disposal trunk drove by when we were out (and it seemed to happen often) Sam would go balistic!
How could you not use it with a leash?
You put it on and off by squeezing a pair of the prongs and putting them through the metal tab.

So you open up the collar and close it around your pup's neck to put it on, and then open it up to take it off.

Is that what you were asking?
I do something a little different here.

I ALWAYS had trouble squeezing the prongs together to get them on and off. So I figured that if I bought BIG the part where there are no prongs, slide over the eyes and the prongs slide onto the neck. I know that buying it too big lets it sit lower on the neck but I can still control without being controlled. I use it that way for both dogs because without it, it becomes a game of how fast can we pull mom.
Does this Prong collar work better than a harness? When i use the harness it always tangles in Chandi's hair, so i have been putting paper towels between him and the harness so it does not yank his hair out:) :). Every time i get the harness out he freaks- he hates it. But going on a walk without it is out of the question, especially when he is running beside my bike!
Just my opinion but I would not use a prong collar while biking.
Here's the prong collar that I have and it has a clip to open and close it. Makes it much easier than struggling to squeeze those prongs to get it off and on

I love the collar with the clip....I have tried to squeeze the prongs and I can't....I get it apart and then I can't get it back together....I love the way it works....now he walks nice even when it is not on.......but I still use it for long walks
I have the same prong collar as jean (although we never use it). I just purchased it in May, and the salesman told me they recently changed the way you put it on and take it off to make it easier.

I don't use it on Dutch either, I find I have better luck with the Gentle Leader
