Normal puppy behavior or aggression?

Our puppy Dulbin Mae is 12 1/2 weeks old, and she is a very smart puppy and an angel at times. However, she has her moments when she appears to bite or snap at my dad - and today she drew blood. She bites or nips at his pant legs, and when he puts his hand down to her, she either licks it or bites it (depending on her mood). Today she also growled a little when she bit, but I think it was because she was mad that she had to stop eating grass and had her leash tugged on a bit. Now she does not snap at or bite me or anyone else, probably because I don't allow her to. When she goes after my pant legs or shoes, I pull her off, say no and stick a toy in her mouth. For the most part, she does get it and is getting better, but there is a little concern about the growl with the snapping. Is this normal play or is she showing aggression?

(She will start puppy class in about 2 weeks).

It sounds like play to me.
sounds like puppy herding behavior and it isn't agression but should be discouraged.
