If they play and are sleeping side by side, I'd go make myself a pot of tea and let them work it out. Sounds like the pup is getting in "indoor" training from the drill sargent. Derby has become the dominant dog but learned how from old grumby. Puppies tend to exagerate their "hurt" with loud cries. If there isn't blood, don't worry. Crying is part of their submission and Derby should back off quickly.

You on the other hand need to watch for problems and intervene before the Big D goes into his attack mode. Simple pushing or loud sound (no yelling) (how about an air horn?? OK, not) should distract his brain and prevent the attack. You need to stay CALM, no yelling scolding, etc as that energy only fuels Derby's energy.

Now if Derby is in the full attack zone, then you'll need professional help as you'll have to have help in learning how to short circuit his brain when he gets into this state.

However, sounds like the trouble began with Old Grumpy and Derby just hasn't been properly trained. Guess who gets the job now?
