Fergus is peeing in the house again

Hi,
I am beside myself w/ this issue.
I have had this issue addressed on the forum before. This time I tried everything I know how to do, I am at a complete loss.
My husband is quite ill. So everything in the household has changed.
I am thinking that this may be the root of the behavior this time.
Although Larry is at home he is unable to do the things he did before.
I am doing everything Larry did in the past. Larry always fed the dogs, took Fergus out at night, petted him constantly, etc, etc.
Now that is just me I cannot put Fergus' leash on w/o him peeing.
If Corky barks at Fergus he pees. If Larry gets up from the sofa Fergus pees. When he comes in from outside he pees. I do think he is fear peeing.
When Fergus came to us from Rescue (5 yrs ago) he was afraid of everything. In time he learned to trust us, but the fear issues can pop up anytime. If I drop a spoon or someone raises their voice he hides in the basement.
I really have tried everything I can think of. I put an adult diaper on him last night, but he peed so much the diaper overflowed.
His health has been checked & my vet thinks it is behavioral too.
I have worked with special needs children for many years & am trained in behavioral issues, positive reinforcement, intervening variables etc.
Still I am at a loss. I believe I have tried everything.
I am hoping that someone has another idea. I don't want to confine him, but may have to. Looking for suggestions.

I wish I had the answers but I'm at a loss too. Wish I could help as you have a lot on your plate. You probably already know that dogs sense things in people and from your post I'm assuming Fergus is probably feeling insecure at the changes but what to do? I have no doubt you're doing the best you can and again wish I had the answer for you. Sending you positive thoughts.

I forgot to mention Fergus only does this in the evening during his turn in the living room. he doesn't do it upstairs or any other time of day. if i want to walk him, i have to very quickly drag him outside by his collar. i put his leash on as soon a i get him outside. putting the leash on causing instant peeing usually on my shoes. do the belly bands work?

Dogs are such creatures of habit... they love their routines. It sounds like
Fergus has reverted because of the changes that have had to take place.

Is it possible to not put him in the living room?
