leash training/walking

am i over anxious to think Beckett should be able to walk nice on the leash...? he crosses sides like crazy if i give him enough length and i'm trying to keep him on the left. i have a "harness" for his upper body so its not like he's pulling his neck off - i thought this would make it easier for him to understand what i want without pulling on his neck. DON'T GET ME WORNG... he's 13weeks and we're just starting, I KNOW! just wondering when others had nice doggy walks with leashes? he doesn't charge ahead (thank goodness) and is still frightened by other dogs barking and what not, so thats all good. someone just mentioned that he's too young to be learinging so much maybe? he also walks kinda side-ways LOL but i figured thats just the sheepie way :P thoughts?? tips??? (i want to get him ok to jog as soon as its safe for his little legs/hips - ps when is that?)
