Running Out Of Time

Since Sept, on my way to work I pass this dog - The Chow X who is never off his/her chain. According to other staff I've questioned he's been on this chain as long as three years they've worked at the school and probably way before that time.

The yard is fenced but he's never off his chain.

I've reported it numerous times but the law clearly states if they have food/water and shelter they are not considered neglected. The chain extends to an open carport. In the wind/rain and hot sun I see the chain retreats to that area but the chain does not extend to any grass - only hard concrete. Animal rescues for years have tried to get the law changed and recently (April 2nd) it included if the animal appears in distress they now have the power to seize.
If the SPCA seized him he would go to the high kill shelter and not many waiting in line for an old dog when many young healthy ones also need homes.

I've contacted numerous rescues those that sometimes purchase an animal in distress in order to save it if the SPCA can't not seize it. All are full and no place for him to go.

I've taken photos and documented , but my heart is breaking and I feel time is running out. I know I would feel terrible grief if Ole Blue passed but would find solace that I would now have room in my home for this boy. I know without a doubt I couldn't bring him home as my first priority has to be the ones in my home at the moment. That includes my other rescues. If Blue passed I would have the room but it's not something I wish for either.

Just last week my sister and son managed to get another dog that also needed help - happend to be at the right place at the right time. While I was happy we were able to save that one, it also meant another foster home less for this dog.

If we were lucky enough to get him - no place for him to go. Last week I've noticed his hips are worse and walking a few feet is a struggle. The home owners come and go without so much as a glance at him. He just looks up with those sad eyes. My wish is he gets to run on grass and be free of his chain and know that freedom before he passes.

I'm now working with a group that is desperately looking for solutions. Please keep this boy in your thoughts.
