Its melting season. My back yard is a MESS! It just looks like mud with bits of grass mixed in. I know that right now this can't be helped but I'm looking towards summer(yes I'm a dreamer). Can I put grass seed down now and will it germinate? Do I need to put straw on it if I do it now?
Yes, you can put down grass seed. But, you will get better germination if you wait until it is warmer. If it is too cold and wet the grass seed will rot.
The warm spring rains are a better time to seed. The ground warms, and there is enough moisture so you don't have to keep watering it.

The bad thing is, you can't have traffic on it for awhile - it needs to get growing and toughen up a bit. Sad

If it helps, we have the same problem. At least you don't have a farm yard that is full of mud and manure - enough to suck your shoes right off your feet. Evil or Very Mad Did I mention I HATE MUD?!!!!
Gravel road, gravel driveway, mud, mud, mud........
Got sheep is right. Wait a bit. While the grass will germinate in cool weather, it grows better with warmer days, not hot summer days, just warm days cool nights. I'd suggest a mix of bluegrass and perennial ryegrass...and maybe creeping red fescue--for better shade tolerance-- for your area. the PRG germinates quickly so you'll know within 10 days (or so) how it's doing.

And as mentioned above, NO DOGS on the lawn for at least 2-3 months! Shocked Shocked Let's hope you really have grass under there and if you'd let the dog exercise elsewhere, the grass will show up. It has a much deeper root system than anything new. Have faith.
