Right now Panda is about to out grow his crate Sad

I expect this to happen since I did not get him the right size (the smaller crate is for emergency).... so I am running into a decision making time.....

Should I:
- Get him the right crate?
OR
- Get him a 6' L x 4' W x 4' H dog kennel?

Given that right now both of them reside in the Garage for safety purposes..... Pepper the yorkie has the exerise pan that has more than enough room for him to roam freely..... that pan was suppose to be for Panda the sheepie until Panda found a way to escape.....
