Will this lead to more abandoned animals?

I agree with what they are doing, but most people will think it's too much trouble and abandon the animal.

Maybe they could opt out of counseling for a fee?
I think more animals will wind up on the street or in pounds :(
I think that they have the best intentions in mind but I agree that more animals will wind up on the street. I really wish that shelters worked with rescues more and then instead of taking in more animals refer them to the nearest breed rescue or take the animal and then contact the rescue.
