OES needs rescue

I know of and OES that needs rescue. His name is Romeo. I don't have a photo. He is 4 years old and is not fixed. He has been chained outside for four years and he never lived in the house. The problem is that animal control has warned the owner that if they catch him loose again they will have him put down. The owner tells me his parents are letting him keep Romeo in the basement for now and I have advised him that I will try to help him find Romeo a home. He tells me that Romeo has a wonderful personality and loves people but like to jump. I assume that may be from a lack of attention. He said he is a full bloooded OES and I will get details on who he bought him from bit I do not have that now. I just wanted to see if anyone can help. He is located somewhere in Missouri. I will be out of town next week but I certainly will do what I can to get him and help get him to a new home. PLEASE let me know if anyone can help as I'm not sure how much time we have to save him. I think the owner should be put down!!!

Where in MO? It's a big state.

And why doesn't MO have an organized rescue group???? OK, that's a different issue.

Let's start here: where is he? Once we know that, we may know where to go from there. Wisconsin will help if/as needed.

I wish I had more info. I agree that the owner should be in trouble but the problem is that people sometimes just don't know how to care for a dog and should not be allowed to have one. The one in trouble is Romeo and I'v been trying to reach the owner but he has not answered his e-mail and I lost the phone #. They are somewhere near Kansas City. He can only get e-mail at school and did not answer my e-mails from Thurs. and Fri. As soon as we get in touch with him again I will get that info. I hope someone will take him because the owner did tell me that he has a lovely personality and loves people and would never bit anyone. It sounds like he only needs some TLC and could be a happy dog. I also don't know about grooming but if we can get him we will groom him and get him ready for a home. We are in St. Louis so that might make the trip a little shorter for someone. I'm sorry I lost his phone # and could not find it in directory but I'm sure he will respond on Mon. or Tuesday.
