He is still black

My puppy is 13 months old but he is still black and white. There is some blue close to the skin but black is the main colour. The coat itself is still puppy soft. His brother was blue and white much before 1 year old and his mom was blue at 9 months as far as I remember. Could it be some shortcoming or it is just some variant of normality?

Each dogs is different. My 3 yr old (almost 4 yrs now) Male is very much still black in color, unless I shave him, then he is a very dark grey. His puppy coat didn't start changing to his adult coat until about 14 months old. By 2 yrs old he had his adult coat.
It is just him, they all change when they are ready. Chewie kept his puppy coat forever - in fact we shaved it off at 18 months. His siblings changed much earlier too.

Look at it as getting to enjoy that puppy soft hair for longer than others. Once it's gone, it will never be back, so enjoy!
Obe at 15 months is still in puppy coat but is changing as I type. His black is now a dark gray, he gets grayer with every new day. I think it is pretty cool to watch. His underneath he is completely light gray though. I am just enjoying it to be honest.
Sami's coat is very light grey and was turning on roots very young at age, Blue now at 5 months and when I part his coat he is still very dark. It will be interesting to see what he has in a few months.
Bingley is 15 months old and still mostly black and white.
A lot of thanks to everybody for the replys. Thanks God, he is normal. I thought I hadn't have noticed a black Poodl in his pedigree.
And some just plain don't change to shades of gray.
This sheepie-girl turned 3 in October...

:phew: Bingley is one of 9 puppies and his brothers are changing faster than Bingley , although he has a lot of grey underneath. His 2 sisters are different too, BeeDee, who has a lot of black on top and silver underneath, her coat is like a wire brush, sister Jewel is more grey but softer in texture at this time.
By the time they are 3 years old , they all will have changed to adult coat with correct color and texture. Some change coat faster than others.
The softer coats are a disaster grooming , they mat and tangle while you are watching, sigh.
My puppy looks like Bingley's copy :)
I have read that OES change their coat three times before 3 y.o. and twice before they reach 18 months. One shouldn't believe everything one reads
Chelsea, It is true that an OES goes through 3 coat changes, from black puppy to intermediate, this can be a mix of brown tips( dead puppy coat) black grey, silver, this sometimes can look awful, by the time they are 18 months old they normally start their final coat change and this can take an onther 18 months, so by the age of 3, they have adult coat, which is also much easier to groom.
