will he ever change

I have a question about Obe's color. When you part his hair (line grooming) it is completely gray. There are some longer gray hairs that have come in and mixed with the black (which is not jet black anymore, a real light black). His back legs are gray and a good part of both ears are gray, white, and black. He is 15 months the 31st of this month. All that gray that is underneath will it eventually come out and over take the black (it is not the undercoat as I have striped that out)? Just curious as it seems to be taking forever for the coat change. I know some change early and some late and he is definitely falls into the category of the late. Hope this makes sense and not that I really mind as I said just curious.

Clyde is three and still really dark-- not black but a dark steel gray. He's lighter at the roots, too but he never seems to lighten up all the way to that color. Some just get lighter than others, too.
Pepsi is 3 yrs old and very dark too. He also has lighter roots too.
Rags on the other hand is much lighter.
Each dog is different.
Violet will be 5 in November, but is still pretty dark, not black, but dark. I also see light grey hair at the skin, but does not become the dominate color.
My Onyx is 2 years old and she is very dark, especially her rump. she has light gray roots, but the tips of the hair is black, so it makes for a black/gray mix. She has a different coat than most sheepies i've seen...her hair is VERY soft....only the very tips of the hair on her rump are the slightest bit coarse....all the white is like baby soft fur and even her dark hair is very soft. Makes for really easy mats, unfortunately. She has lightened a little since I got her at 6 months....she started getting lighter around 1 year, and I don't think she'll change much from here.
