Scared of other dogs

Today we took Breena to the dog park and she was terrified. Everytime a dog would want to play with her she would go belly up and then cower behind me or my fiance. She did this once before with my cousin's dog. But that dog is unruley so I just passed it off as just that. She loves to play and meet other dogs when she is on a leash and mom can protect her but the moment I let her go she becomes anti social to other animals. She loved the other puppy parents but wouldn't even play with other dogs. Is this normal? Will she get more used to it if I take her more or is she just the strange kid that sits in the corner while all the other kids run and play? :cry:

The whole atmosphere may have been too overwhelming for her at that moment.... It sounds like maybe she didn't know what to do "off lead" and not with mommy too.
She was just new to it all and a bit overwhelmed. Try and have her meet quiet dogs and a small group only. She will get braver!
Also how old is she? Puppies go through a fearful stage in developement and you don't want her to get too afraid during this time. Try for positive experiences.
