Hair discoloration from licking

What could be causing my 1.5 year old OLD English Sheep dog to be licking his hind quarters causing his hari to discolor?

He's probably just itchy. Have you looked underneath the hair at the skin to see if there's any inflammation? Even if you don't see anything outwardly weird, he could still have allergies causing his skin to feel inflamed in that spot. I'd swing by the vet just to check it out though. You don't want it to turn into a hot spot and get even worse.

What part of the hindquarters is being licked? Can you take a picture of the licking and/or the discoloration?
